The army/police are not stopping people from entering Gush Katif and the surrounding Jewish towns. Rather, they are stopping all supplies, food and water. The expectation / plan is that after a few days people will run out of supplies and have to leave, by themselves. If you are going to Gush Katif, take sufficient supplies!
